Abstract
Landslides represent one of the most pervasive yet frequently under-analysed natural hazards confronting mountainous and hilly developing economies, exerting disproportionate socio-economic and environmental tolls on South Asia's Himalayan and Western Ghats tracts. This paper delivers a comprehensive, doctoral-level synthesis of the landslide hazard structured around six core analytical pillars: a systematic survey of scholarly and institutional definitions from geological, engineering, and international policy literature; a rigorous classification of landslide typologies grounded in the internationally recognised Varnes taxonomy and its subsequent refinements; an identification and thorough elaboration of distinct natural, climatic, lithological, and anthropogenic drivers of slope failure; an extensive sectoral evaluation of landslide consequences encompassing agriculture, transport connectivity, hydropower and energy systems, tourism, housing, mining, insurance markets, public health, educational continuity, and macroeconomic fiscal governance; an evaluation of internationally endorsed remedial strategies including susceptibility mapping, multi-tier early warning mechanisms, bioengineering techniques, structural engineering interventions, land-use zoning frameworks, and community-based disaster risk management; and a dedicated examination of policy implications across international cooperation platforms, Indian national disaster governance architectures, and the regional context of Tamil Nadu and the Western Ghats. Furthermore, the paper integrates empirical case studies of catastrophic global and domestic landslide disasters, evaluates global and regional risk trajectories, reviews emerging monitoring and early warning technologies, executes an economic cost-benefit analysis of risk reduction investments, assesses dimensions of social equity and vulnerability, reviews transboundary cooperation arrangements, and extracts comparative policy insights from Japan, China, Nepal, and Switzerland. Drawing upon frameworks and empirical reports issued by leading global and national bodies—including the World Bank, ADB, UNEP, UNDP, UNDRR, WHO, OECD, IPCC, IEA, GSI, and NDMA, alongside peer-reviewed geoscientific literature and reputable print media—the synthesis establishes that sustainable landslide risk mitigation mandates a decisive transition from reactive post-disaster relief paradigms towards anticipatory, risk-informed development planning that firmly embeds scientific hazard appraisals into statutory land-use controls, climate-resilient infrastructure design, adaptation policies, and subnational fiscal risk frameworks.
