Abstract
Environmental pollution is not a neutral phenomenon; it operates within pre-existing hierarchies of gender, class, caste, and economic power. While environmental governance frameworks often present pollution as a technical or regulatory issue, its lived consequences reveal deeply gendered patterns of vulnerability. Women, especially those belonging to marginalized communities, experience disproportionate exposure to air toxins, contaminated water, unsafe waste sites, and climate-induced displacement. Yet environmental policy rarely incorporates gender-responsive analysis in a systematic manner. This research paper examines the intersection of gender-responsive development, environmental pollution, and social justice through a multidisciplinary lens combining constitutional law, feminist theory, environmental economics, public health, and governance studies. It argues that sustainable development cannot be achieved without integrating gender justice into pollution control frameworks. The study critically analyses international conventions, Indian constitutional jurisprudence, statutory environmental regimes, and landmark case law to identify structural gaps. Drawing upon ecofeminist scholarship, environmental justice theory, and intersectionality, this paper proposes a transformative governance model. It integrates gender-disaggregated environmental data, participatory policy mechanisms, and rights-based judicial enforcement. Empirical data from global institutions such as the World Health Organization and UN Women is used to demonstrate measurable gendered impacts of pollution. The study concludes that gender-responsive environmental governance is not merely desirable but constitutionally mandated under equality and dignity principles. A multidisciplinary pathway is essential to align environmental sustainability with substantive social justice.
