Abstract
Nepal occupies an exceptionally volatile geological, tectonic, and morphoclimatic position within the central Himalayan arc, spanning an extreme altitudinal gradient that ascends from below 100 metres above sea level across the low-lying Indo-Gangetic Terai plains to summits exceeding 8,000 metres in the High Himalaya over a horizontal transect of merely 150 kilometres. This comprehensive structural treatise delivers an exhaustive scientific investigation into the compounding dynamics of hydro-meteorological and cryo-hydrological disasters across Nepal, scrutinising the interrelated physical mechanics of intense monsoonal precipitation, mesoscale cloudburst phenomena, Glacial Lake Outburst Floods (GLOFs), high-altitude permafrost degradation, multi-tiered mass-wasting cascades, and catastrophic hyper-concentrated debris flows. Through an empirical synthesis of tectonic deformation, morphoclimatic classification, and anthropogenic catchment modifications, this investigation systematically delineates the underlying structural triggers of national watershed fragility. Crucially, it identifies how Elevation-Dependent Warming (EDW) accelerates the thermal and mechanical destabilisation of perched hanging ice patches, retreating cirque glaciers, and structurally weak moraine-dammed lacustrine environments, transforming localised high-altitude geomorphic failures into destructive, valley-wide socio-economic catastrophes along downstream fluvial corridors. By systematically cataloguing fifty distinct structural, climatic, cryospheric, anthropogenic, and institutional causes alongside fifty multidimensional human, infrastructural, macroeconomic, agricultural, and environmental consequences, this research demonstrates that central Himalayan flooding events can no longer be mitigated through conventional hard-engineering river-training paradigms alone. Instead, acute riverbed aggradation, sudden channel avulsion, and tributary landslide-dam impoundments necessitate an integrated multi-hazard management framework. This framework combines advanced slope bio-engineering, nature-based watershed solutions, cloud-penetrating synthetic aperture radar (SAR) remote sensing, regional seismic cryospheric monitoring, and Community-Based Early Warning Systems (CBEWS). Furthermore, this paper articulates fifty strategic measures and establishes an operational, multi-tiered policy roadmap phased across short-, medium-, and long-term planning horizons. Existing institutional mechanisms are rigorously appraised under the statutory umbrella of the Disaster Risk Reduction and Management (DRRM) Act of 2017, underscoring the vital imperative to transition national governance from reactive post-disaster humanitarian relief to proactive, river-basin-scale spatial planning. Particular analytical scrutiny focuses on transboundary water diplomacy and hydrological governance, advocating automated, legally binding, real-time bilateral hydrometric telemetry and data-exchange protocols connecting Nepal, the People's Republic of China, and the Republic of India to mitigate catastrophic cross-border hazard cascades. Ultimately, this disaster profile establishes that cultivating durable socio-ecological and infrastructural resilience across Nepal demands reconciling rapid economic expansion—specifically capital-intensive run-of-river hydroelectric developments and trans-Himalayan transport corridors—with the geotechnical realities of active Himalayan tectonic convergence and climate-induced cryospheric disequilibrium, providing a definitive, empirical blueprint for contemporary disaster risk reduction and climate change adaptation across High Mountain Asia.
