Abstract

Acid deposition—colloquially termed "acid rain" when visibly discoloured by high loads of suspended particulate matter and unburnt carbon—represents one of the most pervasive, slow-onset, and transboundary environmental externalities generated by the fossil-fuel-driven model of industrial growth. Historically documented in the industrial districts of nineteenth-century Europe and heavily regulated across North America and Western Europe in the late twentieth century, the geographic centre of gravity of the acid rain challenge has shifted decisively toward the rapidly expanding economies of East and South Asia. India, in particular, has emerged as a major global focal point of sulphur dioxide (SO2) and nitrogen oxides (NOx) emissions, driven by heavy reliance on high-ash coal for electricity generation, rapid motorisation, expanding petroleum refining, and peri-urban industrial clusters. This comprehensive academic review provides an exhaustive, multidisciplinary synthesis of acid rain, bridging atmospheric chemistry, pedology, plant physiology, public health, environmental jurisprudence, and macro-developmental economics. The paper is structured around five core analytical pillars. First, it collates twenty-five distinct definitions of acid rain, establishing a broad conceptual spectrum that moves from strict chemical-atmospheric formulations (precipitation pH significantly below the natural carbonic acid baseline of 5.6) and regulatory agency standards to broader ecological-systems, agricultural, legal, and welfare-economic framings. Second, the aetiology of Acid rain is systematically catalogued into twenty-five distinct causes categorised across natural background processes, stationary industrial point sources, mobile transport emissions, agricultural practices such as ammonia volatilisation and stubble burning, and structural policy or enforcement failures. Third, the review details the direct and indirect economic cost channels through which acid deposition impacts eight critical sectors: agriculture, where foliar chlorosis and soil base-cation leaching Ca2, Mg2 alongside phytotoxic aluminium Al3 mobilization produce statistically significant crop yield penalties; forestry and terrestrial ecosystems, characterized by canopy dieback and disrupted nutrient cycling; water resources and fisheries, driven by aquatic critical-load exceedance and atmospheric nitrogen-induced coastal eutrophication; industrial capital and built infrastructure, through accelerated metal corrosion and calcium-carbonate dissolution in historical stonework ("marble cancer"); public health, via respiratory and cardiovascular morbidity linked to fine sulphate and nitrate aerosols PM2.5 that align with World Bank global pollution cost estimates reaching 5.0 per cent of global GDP annually; tourism and real estate, owing to monument discolouration and property value discounts; the macroeconomy, through aggregate productivity losses; and regional sub-national environments. India is identified as remaining in an early-to-middle phase of this structural transition, where rising ambient emissions, persistent coal dependence, and recent regulatory delays highlight the urgent necessity of institutional reform. Fifth, the review presents a specialised sector spotlight on Tamil Nadu’s industrial-agrarian economy, analysing how coastal thermal power corridors, agricultural delta tracts, and export-oriented textile and knitwear clusters (such as the Tiruppur hub) interface with acid deposition through raw cotton supply-chain risks, process-water treatment costs, and worker health. The paper concludes that acid deposition damage, while severe and multi-sectoral, is fundamentally reversible through coordinated policy design. Key policy recommendations include: restoring and enforcing mandatory power-sector sulphur dioxide emission norms in India; incorporating wet-deposition and critical-load metrics directly into the National Clean Air Programme (NCAP); expanding geographically bounded "sensitive-receptor buffer zones" modeled on the judicial Taj Trapezium Zone precedent to protect stone temple architecture and fragile catchments; establishing a dense, long-term wet- and dry-deposition monitoring network across coastal and industrial Tamil Nadu; and integrating air pollution cost accounting into national environmental-economic satellite accounts to guide sustainable growth.
