Abstract
Legal aid is a vital element of India's justice delivery system and derives its constitutional basis from Articles 14, 21, and 39A of the Constitution. While several institutional mechanisms, including District Legal Services Authorities, Para Legal Volunteers, Lok Adalats, and government welfare agencies, have been established to facilitate legal assistance, many disadvantaged and vulnerable groups still experience significant challenges in accessing justice. This study explores the contribution of different authorities to the provision of legal aid services in the Purvanchal region of Uttar Pradesh, covering the districts of Varanasi, Ghazipur, Ballia, Mau, and Jaunpur. The study adopted a mixed-methods research design, integrating both quantitative and qualitative approaches to provide a comprehensive analysis of the research problem. Data were collected from both primary and secondary sources. Primary information was obtained from 300 respondents through structured questionnaires, semi-structured interviews, and focus group discussions, enabling the collection of both numerical data and in-depth perspectives. Secondary information was gathered through an extensive review of constitutional and statutory provisions, judicial decisions, government policy documents, and relevant scholarly literature. The combined analysis of these sources indicates that the judiciary has played a significant role in strengthening legal aid services, while support from local administrative authorities remains limited and uneven. Participation from NGOs and law colleges is comparatively encouraging, though institutional coordination remains uneven. The utilization of Para Legal Volunteers is inconsistent, highlighting issues of awareness, accessibility, and operational capacity. The paper concludes that although legal aid organizations have strengthened and expanded over time, convergence among authorities remains fragmented. Strengthening interdepartmental coordination, improving Para Legal Volunteers’ engagement, enhancing community awareness, and increasing administrative accountability are essential to making legal aid more effective and inclusive.
