Abstract

The integration of artificial intelligence technologies into English as a Second Language (ESL) pedagogy has generated significant scholarly interest, particularly with respect to the assessment of speaking skills — a domain that has historically been constrained by the logistical and inter-rater reliability challenges associated with human evaluation. Speaking competence encompasses multiple interrelated dimensions, including fluency, pronunciation, grammatical accuracy, vocabulary range, discourse coherence, and interactional competence, each of which presents distinct challenges for both human and automated assessment systems. The present study undertakes a systematic literature-based examination of how AI-powered technologies have been employed to assess spoken language production in ESL learners, with particular attention to mobile-assisted language learning (MALL) platforms, gamified applications, automated speech recognition (ASR) systems, and adaptive digital assessment tools. Drawing on twenty empirical and theoretical sources, the review identifies the principal affordances offered by AI assessment technologies — including scalability, real-time feedback provision, consistency, and learner autonomy support — alongside substantive limitations, notably the inadequate capture of interactional competence, concerns regarding construct validity, and ethical questions surrounding data-driven evaluation. The study proposes a five-phase integrative framework for AI-assisted speaking assessment that positions automated tools as formative and diagnostic instruments within a broader assessment ecology that retains a central role for human professional judgement. Implications for ESL instructional design, assessment policy, and future empirical research directions are discussed.
