Abstract
Autonomous AI systems increasingly depend on large language models and agent architectures to understand user intent and take actions for human users. While these systems show strong capabilities in language understanding and task planning, they often lack a clear method for deciding whether to execute a proposed action. This leads to a default assumption of permissibility, which can result in unsafe, culturally insensitive, or ethically questionable behavior, especially around privacy, authority, and high-stakes decisions. This thesis addresses this issue by proposing and formalizing CIVARA, a framework focused on permission for autonomous AI agents. In this framework, the legitimacy of an action is assessed before execution rather than being assumed. It treats agent autonomy as a constraint satisfaction problem, where social, cultural, ethical, privacy, and safety requirements are prioritized as explicit constraints. Instead of just aiming to complete tasks, the agent produces a clear decision outcome from the options {AUTO-ACT, ASK_PERMISSION, SIMULATE, REFUSE}. This means that choosing not to act is seen as a valid and sometimes optimal choice. The method also introduces a proactive explainability mechanism, where explanations come directly from the constraints evaluated for each decision. This ensures reliable, auditable, and consistent explanations, addressing the known issues with post-hoc rationalizations often used in LLM-based agent systems. A decision-focused evaluation is carried out using a set of synthetic scenarios designed to test safety issues, privacy concerns, and cultural nuances. A comparative analysis against LLM-only agent baselines shows that this framework significantly lowers the risk of unsafe actions, improves appropriate non-action behavior, ensures decision consistency, and boosts the quality of explanations across all tested scenarios. The findings indicate that effective autonomy needs clear governance mechanisms that are separate from generative intelligence. By reframing autonomy as a decision process that considers permissions and is governed by formal constraints, CIVARA provides a solid foundation for developing safer, more transparent, and culturally aware autonomous AI systems. The framework also points to future research directions in AI governance, responsible multi-agent systems, and explainable agent design.
