Abstract:- This study examines the public welfare initiatives of Ahilyabai Holkar, a pioneering female leader in 18th-century India. The study analyzes the historical context, initiatives, and impact of Ahilyabai’s public welfare programs, guided by the five changes. Using a qualitative research approach, the study draws on primary and secondary sources. The key findings highlight Ahilyabai’s innovative initiatives in education, healthcare, infrastructure development, economic empowerment, and social welfare, which significantly improved the lives of her people. Ahilyabai Holkar was a remarkable female leader in 18th-century India, who ruled Malwa from 1767 to 1795. During her reign, Ahilyabai introduced the “five changes,” a comprehensive public welfare program aimed at promoting the well-being of her people. This study aims to analyze the historical context, initiatives, and impact of Ahilyabai’s public welfare programs. In the annals of Indian history, Ahilyabai Holkar stands out as a visionary leader who transformed the lives of her people through innovative public welfare initiatives. As the ruler of Malwa from 1767 to 1795, Ahilyabai implemented a range of policies and programs that prioritized the well-being of her citizens, earning her the reputation as a wise and just ruler. This paper explores Ahilyabai’s public welfare initiatives, guided by the concept of the “five changes” (Panchayatan), and examines their impact on the lives of her people.
