Abstract
India stands at a pivotal moment in its developmental history, marked by unprecedented investments in physical infrastructure under initiatives like the National Infrastructure Pipeline (NIP) and the PM Gati Shakti National Master Plan. As of mid-2025, these programs represent a multi-trillion-dollar commitment to national renewal. While such investments are a necessary precondition for economic growth, this paper posits a more critical and nuanced argument: massive capital outlay, devoid of a robust, life-cycle-oriented systemic framework for its design, implementation, and particularly its maintenance, will not only yield rapidly diminishing returns but risks precipitating a large-scale national wastage. This failure would ultimately undermine India's aspirations for global leadership. Grounded in socio-technical systems theory and the principles of life-cycle asset management, the central thesis is that the transition from asset creation to holistic asset stewardship, undergirded by sophisticated systems, is the single most critical and inevitable leap India must make. This paper synthesizes seminal and contemporary research on the infrastructure-growth nexus, critiques the 'path dependency' of India's current 'build-neglect-rebuild' cycle, and evaluates global best practices in infrastructure maintenance systems. Through a comparative case study analysis of Germany, Japan, Singapore, and the Netherlands, it extracts key principles of systemic success. It then deconstructs the systemic void in the current Indian paradigm and culminates in proposing a detailed, multi-tiered, and actionable 'Indian National Asset Management System' (IN-AMS). The paper concludes that for India to realize its demographic and economic potential, the national focus must undergo an epistemological shift: from viewing infrastructure as inert hardware to understanding it as a dynamic socio-technical organism whose long-term vitality depends on the 'central nervous system' of integrated management systems.
