Abstract
Abstract This article examines the management of civil and criminal records in Cameroon under the current paper regime system and lays emphasis on the inclusion of the alternative way via new information communication technologies. This is because the world has evolved and clearly, the huge number of records managed via the paper based approach is no longer very effective. It suggests that an electronic based approach should be used to meet up with the current evolution and the frequent need to refer to civil and criminal records to make relevant decisions. The problems identified are high management cost in the current paper management system, the risk of hard copy information to be affected by man made causes or natural causes, the excessive time and energy used to retrieve individual records from hard copies and the burdensome task of compiling and transmitting hard copy documents to the competent services. The article evaluates this paper management style as compared to what obtains in some countries where records management is basically electronic based. The analysis has been done using the qualitative methodology and the doctrinal method. The article highlights the disadvantages of using only a paper based approach in managing records in Cameroon and shows the advantages in using an electronic based approach to manage same. It highlights and draws awareness to the introduction of a unique identification number for all citizens in Cameroon that could be used to manage their records through a domain name server by competent authorities. The research is relevant at this time because of the current evolution in the world in information communication technologies and the need by different agencies to share information on individual civil and criminal records. It is beneficial to the court registries across Cameroon, the ministry of Justice, the civil status registrars police services and concerned individuals. It also paves the way for further research in the area. It was found out in this research that managing records through a paper based regime is highly ineffective and may lead to false conclusions because some conclusions are at times based on unverified declarations. That is why the article concludes that a digital based approach should be encouraged in Cameroon alongside the paper based approach with the tendency of progressively discarding paper records form the oldest ones that no longer serve their purpose as time passes.
