Abstract
International sanctions remain a widely used instrument of foreign policy, yet their effectiveness in achieving desired political outcomes remains highly debated. This research paper conducts a comparative analysis of sanctions regimes in Cuba, Iran, and North Korea to evaluate their efficacy as tools of coercion and deterrence. Drawing on theories of economic statecraft and authoritarian resilience, the paper examines how different sanctions frameworks—unilateral (Cuba), multilateral (Iran), and comprehensive (North Korea)—have influenced each state's domestic and foreign policy trajectories. Sanctions yield divergent outcomes based on regime type, economic adaptability, and international support networks. While Iran's nuclear program was temporarily curtailed through coordinated multilateral pressure, Cuba and North Korea developed remarkable resistance mechanisms, suggesting that sanctions often strengthen rather than weaken authoritarian regimes. The findings contribute to broader debates about the utility of economic sanctions, highlighting the conditions under which they may succeed or fail as instruments of foreign policy. Key policy implications include the importance of multilateral coordination, targeted design, and complementary diplomatic engagement.
