Abstract: This study used the descriptive method of research in determining the capability of Grade 5 learners to write explanation and interpretation of qualitative topics in Mathematics during the school year 2023-2024. The study focused on the level of performance of the Grade 5 learners in diagnostic test in Mathematics involving problem solving, the weaknesses of the Grade 5 learners in Mathematics in terms of the objectives relative to problem solving and the needs of the Grade 5 learners in Mathematics based on the analysis of the diagnostic test in problem solving. The output of this study was a proposed innovative measures to address the needs of the Grade 5 learners to write explanation and interpretation of qualitative topics in Mathematics. The subject respondents of the study were the one hundred ten (110) Grade 5 learners at the Bayambang Central School, Bayambang District I, Schools Division Office I Pangasinan. Utilized as tools for data analysis were frequency counts and percentage and the average weighted mean. The findings of the study were the following: The Grade 5 learners’ level of performance in diagnostic test in Mathematics was “poor” 40 or 36.36 percent; Majority of the Grade 5 learners in Mathematics in terms of the objectives relative to problem solving had a “Low Mastery” 59.86 percent; Based on the analysis of the diagnostic test, the Grade 5 learners revealed their average weighted mean of 4.06 with a descriptive equivalent of “needed”; and the proposed intervention measures can really address the needs of the Grade 5 learners to write explanation and interpretation of qualitative topics in Mathematics. Based on the findings made, the following conclusions were drawn: The Grade 5 learners were generally weak in problem solving; The Grade 5 learners were in dire need in developing component skills particularly problem solving; and the proposed innovative measures can address the needs of the Grade 5 learners in Mathematics subject in general. Based on the findings and conclusions drawn, the following recommendations are hereby offered: The proposed innovative measures should be implemented by the teachers and principal in the school and in other schools/districts meeting similar situations in the mathematics subject; Staff development programs focused on assessing pupils’ competency skills and solutions to these needs be undertaken at the school level; Problem-solving activities especially on the pupils’ needs should be given priority time and attention by teachers in Mathematics; and a similar study may be conducted by other researchers on a wider scope and other competency skills to validate the findings of this study.
