Abstract

The National Education Policy (NEP) 2020 marks a transformative shift in India’s higher education landscape, aiming to revitalize the system by promoting institutional autonomy and academic freedom. The policy envisions a holistic and multidisciplinary education system that fosters creativity, critical thinking, and innovation while ensuring equity, quality, and access. NEP 2020 emphasizes the need for universities and Higher Education Institutions (HEIs) to have greater autonomy in terms of academic, administrative, and financial matters. This approach is expected to facilitate flexible curricula, research-driven ecosystems, and better governance. Institutional autonomy, as outlined in NEP 2020, is aimed at empowering HEIs to design courses, introduce new disciplines, and forge global partnerships without excessive regulatory oversight. Similarly, academic freedom is integral to the development of a liberal and critical educational environment, where faculty and students are free to explore diverse ideas, engage in research, and contribute to knowledge creation. This abstract explores how NEP 2020 plans to bring about a paradigm shift in Indian higher education by focusing on institutional autonomy and academic freedom, alongside the challenges and potential impacts. The NEP recognizes that for India to achieve its goal of becoming a knowledge superpower, HEIs must be free from bureaucratic constraints and empowered to act as independent entities of change. However, the road to implementing autonomy and freedom is fraught with challenges, including ensuring equitable access to education, addressing infrastructure gaps, and maintaining academic integrity in the face of commercialization pressures. The policy envisions the formation of an independent body, the Higher Education Commission of India (HECI), which will be responsible for overseeing the educational standards while respecting the autonomy of institutions. This paper argues that institutional autonomy and academic freedom are central to achieving the broader objectives of the NEP 2020, which include fostering an inclusive, globally competitive, and innovation-driven higher education system. The key factors that will determine the success of this initiative include adequate funding, regulatory reforms, faculty development, and collaborative governance models. Ultimately, NEP 2020’s focus on institutional autonomy and academic freedom has the potential to enhance India’s global standing in education and research, provided that the right checks and balances are implemented.
