Abstract

Abstract Introduction: In 2022, Uganda faced the Ebola Sudan Outbreak amidst resource limitations at the onset. Context & Aim: To optimize available resources and achieve efficient outbreak control, a strategic response was implemented, emphasizing the division of tasks among health partners. We describe the relevance of the division of tasks among health partners during the initial phase of outbreak response, a case of surveillance activities. Methods: We obtained partner program surveillance data for the first month of response in Mubende district. During one of the initial response taskforce meetings, partners were assigned high risk Sub-counties to independently & separately facilitate and coordinate response activities. For surveillance, Infectious Diseases Institute and Jhpiego, the Monitoring and Evaluation Technical Support program, and Mildmay were assigned 5, 3, & 7 high-risk Sub-counties respectively to conduct surveillance activities of training, contact tracing & follow up. Findings: Within one month, 559 HCWs and 891 VHTs trained to support community education, mobilization, and contact tracing. Additional 1,088 VHTs were trained for community-based active case search. These efforts resulted in achievements, including 74,454 households visited, 42 new cases & 1,196 new contacts identified, 134 verified alerts, and effective follow-up with 1,433 contacts. Conclusion: The allocation of tasks played a pivotal role in achieving rapid and efficient outbreak control. This provides insights for countries during development of more effective & efficient outbreak control strategies. Additional research is needed to establish the amount of cost saved from such division of response tasks.
