Women lead the 50percentage of world population. In India the condition of women is not so well specially in rural areas where women are facing traditional discrimination. The Indian Constitution gives the equal rights to all, but most of the women are not enjoying their rights even some of them not aware about their rights. In rural and hilly area of Uttarakhand the women plays key role in the economy. They are hard worker but the sick mentality of men dominating society ignor their participation in the society. Women are facing discrimination, violence and humiliation in all fields. This paper is trying to find out the reasons behind the worst conditions of women in Uttrakhand and how can we improve the conditions and position of women. What policies government adopts to empower the women? And what are the black holes in the implemention of the policies? So, there is need to empower the women so that they enjoy the rights og livelihood, education. Government should be taken the sufficient and effective steps to empower the women and seriously implement the policies related to women. Government should take the steps to aware women for their political participation.
