Abstract
Early retirement is a cause of concern in Bahrain among public health workers. The phenomenon of early retirement began to emerge around the beginning of 2012 and has accelerated with government announcements of incentives for early voluntary retirement among public employees, but the Health Ministry has been affected negatively. This paper will design a conceptual frame that can be used to explore the prior existence of push factors that come from the HRM and pull factors from the external environment and the interplay between them and its relation to policy announcements in a longitudinal study.
