Abstract
State governments are required to accomplish various functions assigned to them by the Central government, and to meet these developmental expenditures, they heavily depend on borrowings. If these borrowings are not kept within a manageable limit, it may lead to macroeconomic issues. In the nineties, many States were facing an increase in their stock of debt and a massive fiscal deficit. Uttar Pradesh is experiencing fiscal difficulties since 1990s, when the gross fiscal deficit increased from 1.58 percent of GSDP in 1994-95 to 4.32 percent of GSDP in 2019-20 and revenue deficit, the most problematic of all increased from 0.66 percent of GSDP in 1994-95 to 2 percent of GSDP in 2003-04. Increase in Debt-GSDP ratio is alarming for the state from the perspective of fiscal policy. This paper aims to develop a usable framework to evaluate the fiscal performance of the state and to do so, this paper adopts a multidimensional approach and constructed a composite index by using Principal Component Analysis. The study aims to analyze the fiscal performance of the state after the implementation of FRBM Act. The study utilizes data from the period 1990-91 to 2019-20 to analyse the problem of fiscal imbalance reflected in fiscal parameters like fiscal deficit, revenue deficit, primary deficit and public debt etc.
